Who owns what

Councils are responsible for the maintenance of water networks up to the connection point to your home. Beyond that, it's the homeowner's responsibility to repair leaks and blockages.

For water supply, the point of supply is usually the toby, or supply valve at or near the property boundary.

For wastewater, the connection point is where the house's wastewater pipe(s) connect to the sewer main. These private pipes, called laterals, often extend beyond the property boundary and may pass under public or private land. If you need to fix your lateral, you may need to get permission from other affected parties.

For stormwater, it's a similar situation to wastewater. Property owners are responsible for maintaining the condition of pipes, drains, channels etc that take stormwater from your property to the public network. The upkeep of natural watercourses running through your property is also your responsibility, including the stream bank and stream bed.
