Jackson Street underground renewal and resurfacing.
Background:
Jackson Street, Petone is one of the most well known, historical and busy streets in Hutt City. During 2006, 2007 and 2008 Capacity Infrastructure Services managed a major upgrade of water, stormwater and wastewater services in Jackson Street in conjunction with Hutt City Council's upgrade of the road.
The network pipes in this area were over 80 years old and were causing the road to subside. Sand was entering the drainage pipes resulting in an increased rate of blockages and increased surface flooding during wet weather.
Work involved the renewal of water, stormwater, and wastewater networks and the resurfacing of the road in Jackson Street. The work was divided into a three year work programme with the resurfacing of the road managed by Hutt City Council.
The budget for the work was $3.6million spread over three years. This work was completed on time and within budget. The lead consultant for the job was GHD Ltd and the lead contractor, EN Ramsbottom Ltd.
Challenges:
The biggest challenge was all the work that needed to be done on and beneath the road. The result was major disruption for residents and visitors for a concentrated period of time with the pay-off being that once completed there would be no need to go back and dig up the road again for a considerable period. There is nothing more annoying to ratepayers and residents than seeing work being done and completed only to be dug up again a few months later as additional work is undertaken. Capacity Infrastructure Services worked closely with Hutt City Council’s roading team to ensure work was programmed to coincide and that co-ordination between the Council and Capacity Infrastructure Services was effective.
Success:
As mentioned above, a major success was the co-ordination of all the work on and below the road ultimately minimising the need for a prolonged period of disruption in Jackson Street.
Capacity Infrastructure Services achieved cost reduction of physical works on the renewal of the water mains by completing the works early and not requiring the contractor to re-establish on site which would have incurred a higher level of cost escalation. This resulted in a direct cost saving to Hutt City Council.
The work was completed on time and within budget and Jackson Street is fully operational again.
