About us
Capacity Infrastructure Services provides water, wastewater and stormwater management services to its clients and currently manages more than 5,086km of pipes, 121 reservoirs and 175 pump stations for them.


It was established in 2004 to provide high quality, safe and environmentally sustainable services to its shareholders with a focus on asset management planning and contracted service delivery.
Capacity Infrastructure Services was also given the mandate to pursue related opportunities with other councils and organisations. This now includes Upper Hutt City Council who contracted us to manage their water, stormwater and wastewater services and assets in 2008.
The establishment of Capacity Infrastructure Services offered the opportunity to build expertise in the water infrastructure services area and share resources across the region providing a cost saving to our shareholders and other clients.
Capacity Infrastructure Services do not own the water, stormwater and wastewater assets, set policies or control the rates and user charges. These roles remain with our clients.
Capacity Infrastructure Services Limited, trading as Capacity, is a Council Controlled Trading Organisation (CCTO), owned by Wellington City Council and Hutt City Council.
People power
Our staff have a commitment to quality and value. They are highly skilled in the engineering and drainage fields. Staff have extensive institutional knowledge of both water works and infrastructure. Our staff have an excellent understanding of working in the local government environment. We are proud of our strengths and recognise the importance of recruitment and retention of skilled engineers and project managers with water industry knowledge in a competitive labour market.
Quality standards achieved
Capacity Infrastructure Services achieved ISO 9001:2000 certification in November 2008. This gives our clients the assurance that our processes are robust, of an international standard and have been audited as such.
